The provision of education is the obligation of the state to its citizens. Many public educational institutions are providing education to the people, but in rural areas, the emergence of private educational institutions are also taking place. As public schools are far from the rural areas, people prefer to admit their wards to nearby private educational institutions. Private educational institutions are charging even high fee but it is a source of education, so people also prefer them.

In 2007, Lynd described that the level of education in private educational institutions varies from country to country, as in some parts of the world, they are working very efficiently. But in some parts, people prefer public sector education. However, both sectors equally responsible for teaching children.

The goal “Education for all” should be changed to “Learning for all”. If the learning is improved then no doubt the human capital will be flourished. If the human capital will flourish then it will lead to development. There is a great demand for private schools due to better quality and learning opportunities. The enrolment of students getting high in private schools. Private schooling leads to the growth in the rural areas (Andrabi 2002).

The number of years in education is not the only indicator of human capital. Cognitive skills are the real inputs of human capital. The cognitive skills can be assimilated through the quality of education. The quality of private educational institutions is better as compared to public institutions. If the quality of education is high then it will give an incentive to a student to study more (Climent& Ana 2009).

The reduction in poverty in the national economy and the development of rural areas can be achieved through basic education. Because educated individuals are better farmers and more capable of finding farm employment. The development of rural areas improves the national economy and reduces poverty (Moulton 2001)
